Operations & Service Delivery

This is a core WPA specialism underpinned by significant line management experience in rail operations.  We have an exceptional understanding of operational dynamics, including strategic safety management, operations and performance management systems, train crew management, and a strong understanding of systems engineering, systems integration and new trains projects.


We have been closely involved in many commissions and projects focused on operational efficiency and service delivery.


WPA can help bring a more consistent, structured and systematic approach to every aspect of safe operational delivery and to the management of change and innovation.


Example projects include:

  • Leading the Operations module of the UK industry Connected Leaders programme.

  • Supporting the UK industry to implement and deliver the introduction of Driver Controlled Operation in a number of UK TOCs.

  • Devising a berthing and stabling strategy for a TOC taking delivery of a number of large new train fleets, taking account of timetable, servicing & maintenance and crewing requirements, and ensuring that sufficient useable capacity was maintained and available to facilitate the rolling stock cascade arrangements.

  • Preparing the Concept of Operations for the Network Rail Digital Railway Programme and working as part of the wider Systems Engineering team on the design and systems architecture.

  • Support for, and review, of Control Centre arrangements in several UK TOCs, and overseas.

  • Leading & supporting the delivery of Recovery Plans, for a number of UK TOCs in breach of contractual performance obligations.

  • Development of operational & customer service delivery standards for a UK TOC Owning Group, and for Irish Rail.

  • Leading the development of improved core operational processes, focusing on efficiency, performance and safety, for Transnet Freight Rail (South Africa).

  • Operational Readiness assurance reviews for major timetable changes (UK) and for new railways (UK and overseas).

  • Development of the Operations Manual for use by Operations Managers within National Express; later published by the Institution of Railway Operators as required reading for students on the CIRO’s Degree Programme.
