Operational Leadership Support

WPA provide support to leadership teams in all aspects of operational development and improvement across a variety of railway systems, either on a consultancy, or interim leadership support basis.

From help with the formulation and successful delivery of remedial and improvement plans to the implementation of Committed Obligations, we have supported the timely and successful delivery of business critical change.

We offer interim cover for key leadership roles, ensuring all IR35 arrangements are covered.  We also have experience in Due Diligence work on PPP/PFI projects and mobilisation progress for clients, vendors and lenders.

Example projects include:

  • Interim senior leadership roles in Train Operating Companies, and client organisations including Chief Operating Officer, Heads of Department, Traincrew Management and specification development.

  • Leading the performance and Network Rail interface workstreams during mobilisation of the Crossrail concession for MTR - including the agreement of Performance Strategy targets & implementation of new performance and operating procedures, setting up of new teams and development of contingency plans.

  • Development and implementation of Remedial and Recovery Plans for TOCs who are underperforming or in default of their Franchise Agreements.

  • Providing rail operations advice and mentoring as part of multi-disciplinary teams in contract bids including franchises, concessions and joint ventures.

  • Supporting new entrants to the UK rail franchising market; assisting clients to determine and develop their market entry strategy and transferability of their existing experience and capabilities.

  • Assessing and reporting on plans governing operations, resource planning, control, station quality, security, business resilience and revenue protection as part of a Lender’s Technical Advisory team for a new PPP Light Rail project.

  • Assisted NX East Coast franchise mobilisation through setting up new operational and performance processes – playing a critical role in the major improvement in train performance from the start of the new operation.
